How to read the chart: The blue line represents total government revenue for that fiscal year. The black line represents total government expenses for that fiscal year. The numbers across the bottom of the chart represent actual dollars, not adjusted for inflation.

If the black bar exceeds the blue bar, the budget is in deficit and the year will appear red. If the blue bar exceeds the black bar, the budget is in surplus and the year will appear green.
